My telegram No. 1677 paragraph 11.

We request your approval of following text. "It is under- stood that both High Contracting Parties recognise in a general way principle, based on private and international law, that in matters of personal status law of territory from which party con- cerned originates will be applied by the courts of one High Con- tracting Party* as regards nationals within their* jurisdiction of the other High Contracting Party".

2. If it is not possible to reduce the matter to some simple statement of principle on above lines we suggest that we be author- ised to agree to leave question to be dealt with in comprehensive treaty.
